In October 1914, 16 local women met in the Assembly Room of the Peru Public Library to hear Dr. Amelia Keller, then president of the Woman's Franchise League of Indiana, speak about woman suffrage. In that moment of excitement, they created the Peru Franchise League with Ellen Fetter as its first president. They met there and held conventions there until, in December 1920, they became the Peru League of Women Voters.
