Hall County was created by the Texas Legislature in 1876 and organized in 1890 with Memphis as county seat. Two courthouses preceded the current Classical Revival building: a frame building facing the town square from 1890 to 1893 and a two-story brick building on this site from 1893 to 1922. During construction of the present courthouse, the commissioners court met in the Hall County National Bank. The Austin architectural firm Page and Brother designed the three-story building with a raised basement, using reinforced concrete and structural clay tile with dark brick and cast stone veneer, and all elevations feature cast stone fluted composite order columns supporting entablatures and pediments at the entrances.
