Rumley was a colored community platted in 1837 by Joel and Wesley Goins, freemen from Baltimore, Maryland, who purchased 400 acres of land, with the deed granted and signed by President Van Buren. More than 500 Negroes lived in this general area, including about 50 in Rumley. The village was a stop on the stage coach route from Lima to Piqua and had a hotel, sawmill, grocery store, gristmill, brick factory, livery stable, and three saloons. In the area were three schools, three churches, and three black cemeteries, of which only the public school and Baptist Church still remain. Rumley had many notable African-American inhabitants, and although many people began to scatter after 1870, descendants still live in this area.
