The inscription includes Thomas Jefferson's words, "God who gave us life gave us liberty," honors Lt. Fredrick N. Callahan in memory, and includes the biblical passage, "If my people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways, then I will hear from heaven, and will forgive their sin and heal their land."
