Suihō-en, the Japanese Garden in Los Angeles’s Lake Balboa area, was created beside the Tillman Water Reclamation Plant to demonstrate that reclaimed water could sustain a setting associated with delicacy, balance, and beauty. Envisioned by Donald C. Tillman, designed by Koichi Kawana, and built from 1980 to 1983, it combines environmental purpose with traditional Japanese landscape design. Its sequence includes a dry Zen meditation garden, a strolling garden with lakes and waterfalls, and the Shoin Building with an authentic tea house and tea garden. The garden later became a popular film and television location and earned national recognition among public Japanese gardens.
