Arlene Loble, remembered as Madame Manager, Mom, Baba, and Arwa, was the first woman City Manager in Utah and presided over Park City’s transition from an aging mining town to an emerging world famous resort community in the early 1980's. Among her extraordinary accomplishments were managing local friction, infrastructure, and the re-purposing of historic buildings, including the converted Marsac Grade School into City Hall, as she did much for Park City and for those who knew her.
