Charles J. Carroll, Jr. was recognized as one of the most able and far-sighted of Michigan's transportation planners during twenty-three years with the Michigan Department of Transportation from 1956 to 1979, and his skills and leadership helped lay the groundwork for a state highway system that ranks among the finest in the nation.
