Forest County was created by the legislature in 1848, with Marienville as the county seat. In 1866, townships from Venango County were added. Because Tionesta was more central to the occupied land and to historic oil discoveries, it became the county seat. Forest County was named for its virgin lumber. The courthouse was built in 1868, and the jail in 1895.
