Charles Samuel McDowell Jr., born on Oct 17, 1871, in Eufaula, was educated in local schools and at the University of Alabama and lived in the McDowell-Pappas House during his years in local and state politics. He served as mayor of Eufaula from 1908 to 1912, was elected to the Alabama Senate in 1918, and served as Lieutenant Governor under Governor William W. Brandon from 1923 to 1927. During Brandon's absence at the 1924 Democratic National Convention in New York, McDowell became Acting Governor for two days. Although Brandon endorsed him in the 1926 governor's race, he lost a close election to Bibb Graves. He died on May 22, 1943, and is interred at Fairview Cemetery in Eufaula.
