The flood of 1997 devastated not only downtown Grand Forks and neighborhoods near the Red River but all of Grand Forks. University Park, more than a mile and a half from the Red River, was under 5 1/2 feet of water at the flood’s height. Before the waters receded that April, nearly 90% of the community was forced out in what was then the largest evacuation of any American city since the Civil War.
