Colonel Henry C. "Chip" Cobb, Jr. graduated from the University of Montana in 1970 with a Bachelor of Science degree in Forestry Management, was commissioned in the Infantry as a Distinguished Military Graduate, and then branch-transferred to the Signal Corps while attending the Signal Officer Basic Course. He served as a Signal Officer with the 1st Battalion 19th Field Artillery at Fort Carson, Colorado, and with the 2nd Infantry Brigade, 2nd Infantry Division, Korea. After returning to CONUS, he was executive officer, then commander of the 1st Signal Company, 10th Special Forces Group, and later Adjutant for the Group's Support Battalion. His first assignment at Fort Hood was as an Operations Research Officer for TCATA. On a second tour in Korea in 1982, he served as Operations and Intelligence Officer for the 304th Signal Battalion. After Command and General Staff College, he went to Europe as Chief of Modernization and Analysis for 1st PERSCOM, then as Executive Officer for the 38th Signal Battalion, which he activated in support of the Pershing Missile Command. On a second tour at Fort Hood, he served as Plans and Operations Officer, III Corps Signal Officer, and Chief of Force Integration, 2nd Armored Division, before assuming command of the 142nd Signal Battalion on November 13, 1988. During his command, the battalion became the first unit equipped for the Army's Mobile Subscriber Equipment. Afterward, the battalion supported the Tiger Brigade attached to the 2nd Marine Division and deployed in Kuwait during Operation Desert Sheild/Storm. After leaving the 142nd Signal Battalion in June 1991, he attended the Naval War College. On 15 July 1992, he was assigned to the Special Operations Command, first as Chief of Operations SoJ6 and later ending his career as Chief of Combat Analysis SoJ7. He graduated from the Marine Corps Signal Officer Advance Course, the Army Command and General Staff College, the Naval Postgraduate School, where he earned a Master of Science degree in Operations Research, and the Naval War College, where he earned a Master of Arts degree. He was Airborne, Ranger, and Special Forces qualified, and his awards included the Bronze Star, the Meritorious Service Medal, the Army Commendation Medal, and the Army Achievement Medal. He was married to the former Laurie Fuller of Springville, NY, and they had one daughter. Cobb was also the driving force behind the creation of the Weathersfield Veterans Memorial, with funding help from Senator Bernie Sanders and granite work by Aaron Fitzherbert at the dedication of Memorial Park in 2010.
