This building was presented to the citizens of Clarion by the late John D. Ross, with an additional gift by Dr. Charles C. Ross, in loving memory of their loyal and devoted mother, Mary A. Ross. It was erected with funds bequeathed by John D. Ross, late of Denver, Colorado, as an enduring memorial to his mother, and it was accepted by the Borough Council on the 4th day of December, 1920, under the conditions expressed in the donor's will and to be perpetually maintained by the Borough of Clarion.
