Originally opened in 1966, this theatre was dedicated in October 2004 and named in honor of W. L. "Jack" Howard, Monroe's 27th mayor. He served as mayor of Monroe, Louisiana, from 1956-1972 and from 1976-1978. During his tenure, Howard helped create the Monroe Civic Center Complex, Louisiana Purchase Gardens & Zoo, the Monroe City Hall Complex, and many other public improvements that were seen as pace setters for the culture of the community.
