The Wilmington Community Dam was erected by the Town of Wilmington with the assistance of the Works Progress Administration of the United States of America. Lester W. Herzog served as New York State Administrator. The Town Board included James C. Wolfe, Supervisor; Charles E. Farrell, Clerk; Thurlow W. Bell; William C. Frame; Halsey H. Haselton; and Earl P. McLeod. Utilities Engineering Co., Inc. served as designing engineers, and Edward E. Sheldon served as consulting engineer. The dam's maximum designed discharge was 17,000 C.F.S., and its drainage area was 142 square miles.
