The New York World War Veterans Memorial Highway was surveyed in 1928 and completed in 1937 during the administrations of Governors Alfred E. Smith, Franklin D. Roosevelt, and Herbert H. Lehman. The Whiteface Mountain Highway Commission included Chairman William H. Anderson, J. Hubert Stevens, and Roger B. Prescott. Frederick Stuart Greene served as Chief Engineer, J. Willard Holler as District Engineer, William C. Larow as Resident Engineer, L. W. Irish as Engineer in Charge of Surveys, and Heyman Hagadorn as contractor for the road.
